What are Kari’s Law and Ray Baum’s Act?

Ray Baum’s Act and Kari’s Law were created to improve the emergency response capabilities of multi-line telephone systems (MLTS) in the United States. Kari’s Law is named after Kari Hunt, who was killed in a motel room by her estranged husband while her daughter was trying to call 911, unaware of the requirement at the time to dial 0 first to reach an outside line.

To prevent that from ever happening again, Kari’s Law requires that MLTS allow direct dialing of 911 without needing to dial an access code or prefix. It also requires that the system notifies a designated individual or individuals on the premises when 911 is dialed, and that the system provides the caller’s location information to the 911 call center.

Ray Baum’s Act, named after the late Congressman Ray Baum, builds upon Kari’s Law by further enhancing emergency response capabilities for MLTS.
